DEFINITION

Direct and/or have institution-wide responsibility for the development and preparation of instructions for the institution policies and procedures program. Maintain and update existing policies and procedures and coordinate distribution of same.

DISTINGUISHING CHARACTERISTICS

Positions in this class are distinguished by institution-wide responsibility for the analysis of administrative programs and operations for the purpose of determining the need for the preparation of new or revised complex statements of policy and operating procedures having institution-wide application; OR positions in this class direct the work of other procedures analysts, or equivalent.

TYPICAL WORK

Serve as resource specialist to departments for documentation of administrative policies and the development of operating procedures;

Illustrate existing or proposed work processes with flow charts to identify problems and assist in devising improved work methods;

Write and edit new or revised policies and procedures;

Coordinate production and distribution of published procedures including evaluation reproduction methods for costs;

Analyze policies and procedures to identify user problems and assist in their solution;

Conduct review of statements developed for publication and resolve any problems;

May evaluate, design and revise forms used in conjunction with operating procedure;

May review federal, state or institutional requirements to assess their impact on policies or procedures;

May develop fiscal requests and justifications; maintain budget for the procedures analysis activity;

May lead work of supportive personnel;

Perform related duties as required.

MINIMUM QUALIFICATIONS – UW Contract Classified

A Bachelor’s Degree in business or public administration, industrial engineering, communications, or closely allied field;

AND

Two years of experience in the analysis, design, and writing of administrative policies and procedures. Two years of additional qualifying experience may substitute for required education.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Examination Requirements:

A job element examination (including written, E & T and oral components) scored on the basis of job related experience, training, skill, ability and other elements which are established through job analysis.
