UW & SEIU 925 Continuum College Negotiations Recap for November 17, 2025
Background
This recap details the twenty second session for the negotiation for the collective bargaining agreement between SEIU 925-Continuum College and UW. Recaps are published online on the UW Labor Relations website.
UW – Counter Proposals
Article: Performance Evaluation
The Employer proposed that changes to the performance evaluation form in order to meet the needs of the employees or the Employer, Joint Labor Management Meetings would be appropriate topics for Meetings.
The Employer accepted the Union’s proposal that upon appointment to a position, the employee’s supervisor would provide the employee with a copy of the position’s job duties and that written performance expectations would be provided to the employee with sufficient time. The Employer also accepted that at least sixty (60) days’ notice would be provided to employees with substantially altered performance expectations.
Article: Late Night Work Meals and Transportation
In response to the Union, the Employer proposed that employees would have access to Husky Night Walk and UW Night Ride services in accordance with University Policy.
Article: Financial Communication and Transparency
In response to the Union, the Employer proposed to continue publishing a monthly report available to all employees during the academic year and proposed discussing with/ providing to employees an annual recap. The goal would be allowing employees insight into how the Employer’s budget and finance actuals are tracking.
Article: Layoff, Seniority, Rehire
In response to the Union, the Employer proposed attempting to notify impacted employees and the union of impending layoffs at least ninety (90) days in advance but no less than thirty (30) days in advance of implementation. This notice period would not apply to emergency layoffs due to acts of nature, financial emergencies, suspension of operations or furloughs.
Article: Nondiscrimination and Affirmative Action
In response to the Union, the Employer proposed adding language used in University of Washington Executive Order 81 Prohibiting Discrimination, Harassment, and Sexual Misconduct as well as language in that Executive Order that would define protected characteristics.
Article: Compensation Wages and Other Pay Provisions
In response to the Union, the Employer proposed:
Within 90 days of the contract ratification, all members of the bargaining unit’s salaries would be increased by 2%.
On November 1, 2026, all members of the bargaining unit’s salaries would be increased by 2%, an increase from the previous proposal on September 25, 2025.
On November 1, 2027, all members of the bargaining unit’s salaries would be increased by 1%.
SEIU 925- Continuum College Counter Proposals
Article: Performance_Evaluation_UCP2
In response to the Employer, the Union maintained their proposal that the Employer make available training opportunities for evaluators regarding the Employer’s performance evaluation and share the contents of the training programs with the unions.
Article: Professional_Development_UCP2
In response to the Employer, the Union proposed the Employer provide unoccupied enrollment slots in Continuum College courses available to state employees as auditing courses when the course reaches the registration deadline. Staff auditing courses at Continuum would need to meet the admission requirements.
Article: Layoff_Seniority_Rehire_UCP2
In response to the Employer, the Union proposed that the Employer would notify impacted employees and the union of impending layoffs in writing, at least ninety (45) days in advance of implementation.
Article: Financial Communication & Transparency
In response to the Employer, the Union proposed that the Employer communicate information on revenue, spending on projects and funding sources including but not limited to gifts, grants, and scholarships in a monthly report available to all employees during the academic year.

The next UW & SEIU Continuum College bargaining session is scheduled for November 25, 2025, and will be held in person.
