UW & SEIU 925 Continuum College Negotiations Recap for May 12th 2025

Background
This recap details the ninth session for the negotiation for the collective bargaining agreement between SEIU 925-Continuum College and UW. Recaps are published online on the UW Labor Relations website.

SEIU 925- Continuum College Initial Proposals

Article – Community Service Days

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The Union is proposing that the employee can pick the community service and the activities would be focused on ways to help improve upon, call attention to, or promote a better understanding of disparities in educational access tied directly to Continuum College’s mission.

Article – Transportation, Travel, and Commute Reduction

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The Union proposed language around emergency rides home being reimbursed by UW Transportation Services up to eight times per year.

Article – Classification and Reclassification

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The Union also incorporated sections from the SEIU 925 contract regarding if an employee occupying a position reallocated to a class with a lower salary range maximum due to a class being created, abolished or modified would be placed at a step on the new range closest to but not less than their current rate of pay, up to the max auto step. If an employee’s current salary is above max auto step, the employee’s salary would be y-rated (frozen) until the new range catches up.

Article – Financial Communications & Transparency

The Union proposed an article that states to ensure employees remain informed about funding that may impact programs, projects, and organizational priorities, the Employer would make every effort to communicate relevant financial information. To facilitate this, Continuum College would maintain a page on its internal HUB that communicates the information.

Article – Health Care Benefits Amounts

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The Union proposed updating the dates to reflect the next biennium.

UW – Counter Proposals


Side Letter – Paid Sick Leave for Immigration Proceedings

In response to the Union, the Employer proposed that the Employer would implement House Bill 1875 on July 27, 2025.  House Bill 1875 states that eligible employees may utilize sick time off “to allow the employee to prepare for, or participate in, any judicial or administrative immigration proceeding involving the employee or employee’s family member.”

Article- Employee Assistance Program

In response to the Union, the Employer proposed to include a sentence from the EAP website that the Washington State Employee Assistance Program (WA EAP) supports PEBB-eligible University of Washington employees and their household members to help identify and resolve personal concerns to promote individual and workplace wellbeing.

Article- Health and Safety

In response to the Union, the Employer proposed to streamline the article and remove sections that do not apply to office workers.

Article- Performance Evaluations

In response to the Union, the Employer proposed to counter the Union proposed article Performance Evaluations which was an expansion of the Performance Evaluations article from SEIU 925 – IHME contract to also incorporate sections from the SEIU 925 – Libraries contract with a counter based off of the SEIU 925 contract.

Article- Federal Family Medical Leave Act

In response to the Union, the Employer proposed to streamline the article and direct employees to the policy website https://hr.uw.edu/ops/leaves/fmla/

Article- Parental Leave

In response to the Union, the Employer proposed to create a separate article for Parental Leave based on the language proposed by the Union. The Employer proposed employee’s on parental leave may use unpaid time off before applicable accrued time off.

Article- Personnel Files

In response to the Union, the Employer proposed language that matches much of the same language from the similar article in the UAW RSE contract.

Article – Transportation, Travel, and Commute Reduction

In response to the Union, the Employer proposed language from the Transportation Services website that clarifies that emergency rides home being reimbursed by UW Transportation Services up to eight times per year are to the employee’s home, park & ride, daycare or hospital and in order to be reimbursed, receipts, along with the reason for the ride, must be submitted to Transportation Services within three months of date of the emergency ride home.

 

Next Steps
The next UW & SEIU Continuum College bargaining session is scheduled for June 4, 2025 and will be held in person.
