UTemp billing model is changing August 18, 2025

In alignment with the Workday Recruiting launch, UTemp is transitioning to a new billing model that provides greater transparency, financial sustainability and simplified compliance.
What’s changing – effective August 18, 2025:
- UTemp will charge a $3.75/hour service fee, for recruitment, onboarding, supporting employee relations and performance needs, and offboarding—replacing the previous 38% markup. Under the new model, departments will be charged $3.75 for each hour the temporary employee works in a pay period.
- Departments will directly pay temp employee salaries and benefits starting with the Aug. 16–31 pay period, just like with regular staff.
- Departments will also pay for nonpermanent employees’ leave, including holidays and approved time off. Please note that most nonpermanent employees do not carry-over significant leave; should a temp require extended leave, you can work with UTemp to cancel an appointment and find a replacement, if necessary.
This shift is necessary due to expanded benefits and compensation entitlements for nonpermanent and intermittent employees under HB 2669. Since 2022, UTemp has absorbed these leave and holiday costs centrally—something no longer financially viable.
Key drivers of the change:
- Holiday, sick and vacation pay now apply to nonpermanent roles
- Step increases and across-the-board raises are required
- Leave costs became unpredictable and unsustainable
What Stays the Same
UTemp will continue to:
- Recruit, screen, and match qualified candidates
- Manage onboarding and Workday processing
- Support employee relations and performance needs
- Provide responsive, personal service throughout the assignment

- Costing transparency: salaries and fees clearly separated
- Simplified grant compliance: charges fall under appropriate salary and service categories
- Sustainable model that protects access to temporary staffing across UW
