UW & SEIU 925 Continuum College Negotiations Recap for March 24th 2025 and March 26th 2025

Background
This recap details the fourth and fifth sessions for the negotiation for the collective bargaining agreement between SEIU 925-Continuum College and UW. Recaps are published online on the UW Labor Relations website.

 

UW – Initial Proposals
Article- Overtime

The Employer proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract while changing the reference to IHME to Continuum College.

Article- Hours of Work

The Employer proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract while changing the reference to IHME to Continuum College and adding placeholders for references to other articles.

Article- Unpaid Holidays for a Reason of Faith or Conscience

The Employer proposed an article that is identical to the same titled article in the SEIU 925 – IHME contract.

Article- Leave Related to Domestic Violence Sexual Assault or Stalking

The Employer proposed an article that is identical to the same titled article in the SEIU 925 – IHME contract.

 

SEIU 925- Continuum College Initial Proposals

Article- Vacation Leave

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The Union proposed removing the section regarding vacations being approved on a first come, first serve basis from the IHME contract. The Union proposed that requests for five (5) or more consecutive days should be made at least two (2) weeks in advance and the supervisor would respond to the request within five (5) business days. The Union proposed changing all references to 240 hours to 280 hours.

Article- Washington Family Medical Leave Program

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract.

Article- Performance Evaluations

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The Union also incorporated sections from the SEIU 925 – Libraries contract regarding the purpose of a performance evaluation. The Union proposed to remove the section regarding performance evaluations may be informed in part by feedback from up to 4 colleagues, partners, or collaborators.

Article- Information on Grants and proposals

The Union proposed an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract while changing the reference to IHME to Continuum College.

 

UW – Counter Proposals
Article – Employee Facilities

In response to the Union, the Employer proposed to add that a reasonable amount of travel time be included in the section regarding use of gender-neutral individual facilities or gender-segregated group facilities.

 

SEIU 925- Continuum College Counter Proposals

Article – Employee Facilities

In response to the Employer, the Union accepted the addition of a reasonable amount of travel time be included in the section regarding use of gender-neutral individual facilities or gender-segregated group facilities and added back in two sections from the SEIU 925 IHME contract regarding gender expression or gender identity and bathroom use.

Article- Unpaid Holidays for a Reason of Faith or Conscience

In response to the Employer, the Union proposed to add that holiday pay eligibility will not be affected by unpaid time off taken for a reason of faith or conscience. The Union also proposed that employees will only be required to identify that the request for time off is for a reason of faith or conscience or an organized activity under the auspices of a religious denomination, church, or religious organization.

Article- Leave Related to Domestic Violence Sexual Assault or Stalking

In response to the Employer, the Union proposed to add that the University would not refuse to make a reasonable safety accommodation requested by an employee who is a victim of domestic violence, sexual assault or staking unless the University can demonstrate the accommodation would impose an undue hardship. The Union also proposed to add a reference to Administrative Policy Statement 46.8.

 

Tentative Agreements

Article – Employee Rights

The parties agreed to an article that is identical to the same titled article in the SEIU 925 – IHME contract with placeholders for references to other articles.

Article – Preamble and Purpose

The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract but uses the exact definition of the Continuum College bargaining unit from PERC for the definition of who this contract applies to.

Article – Corrective Action and Dismissal
The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The section regarding demotion from the IHME contract was removed.

Article – Probation
The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. New references to IHME were changed to Continuum College and the wording of classifications was changed to job profiles.

Article – Holidays

The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. Small housekeeping edits were made to change work day to workday and to change vacation leave to vacation time off.

Article- Resignation and Abandonment

The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. Small housekeeping edits were made to add that separated employees have the right to compensation for accrued vacation time off and compensatory time.

Article- Joint Union Management Committee

The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. The timeline for requests for a committee meeting was changed from quarterly to semi annually. Placeholders were added for references to other articles.

Article- Work Related Injury Leave

The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. Outdated language was removed regarding industrial insurance payments while also using accrued sick time off.

Article- Salary Overpayment Recovery

The parties agreed to an article that matches much of the same language from the similar article in the SEIU 925 – IHME contract. New language was added to clarify that active employees can payback using Voluntary wage deduction, cash, or vacation (if under 280 hours only) or Compensatory time balances. Separated employees can payback can use cash or check.

 

Next Steps
The next UW & SEIU Continuum College bargaining session is scheduled for April 16th, 2025 and will be held in person.
