WFSE-PM – UW Negotiations Recap for Wednesday, June 1, 2022

Background
This recap details the third virtual session for the renewal of the collective bargaining agreement (CBA) between the University of Washington and WFSE Police Management. Recaps are published online on the UW Labor Relations website.

UW “What if” Package Proposal
The following was proposed as a package to the Union:

Article 9 Employee Rights
The Employer reasserted its initial proposal to strike language that would allow documents within personnel files to be removed. The Employer rejected the Union’s proposal to increase University contributions to the VEBA Medical Reimbursement Plan.

Article 11 Sick and Bereavement Time Off
The Employer reasserted its initial proposal, and rejected the Union’s proposal to increase the cash out rate for sick time off from 25% to 100%.

Article 12 Holidays
The Employer reasserted its initial proposal, and rejected the Union’s proposal to increase personal holidays for all employees from one per calendar year to two.

Article 18 Hours of Work and Overtime
The Employer proposed to walk away from its proposals to decrease the pay rate for football and change the definition of overtime. In response to the Union, the Employer proposed to increase the rate of pay for standby status from $3.75 to $5.00 per hour. Likewise, the Employer proposed that they would make a good faith effort to provide a minimum rest period of ten (10) hours prior to the beginning of the next shift.

Article 20 Compensatory Time Off
The Employer proposed to remove language stating that all overtime generated as a result of football games would not count towards the compensatory time off cap.

Article 25 Wages and Other Pay Provisions
In response to the Union’s proposal, the Employer proposed to increase the longevity pay in three categories: (1) 10 years would move from 3 to 4%; (2) 15 years would move from 5 to 6%; and (3) 20 years would move from 6 to 7%. The Employer proposed to increase the fitness incentive from $250 to $300 per year. The Employer proposed to increase the Educational Incentive annual lump sum from $500 to $600 for a bachelor’s degree and $750 to $850 for advanced degrees. The Employer proposed that Police Sergeants/Lieutenants trained and certified as Armorers and assigned to perform maintenance and inventory of department firearms would receive a four percent (4%) premium for all hours worked when performing Armorer duties.

The next WFSE-PM and UW bargaining session is scheduled for Tuesday, June 7, 2022 and will be held virtually.
