Campus Security Compensation at Harborview Medical Center

On December 3, 2018, the Employer gave notice to the Unions of its intention to implement salary increases for Campus Security Officers (WFSE) and Sergeants (SEIU 925) at Harborview Medical Center (HMC).  The proposed increases would go into effect on January 1, 2019 as a result of recruitment and retention challenges faced by HMC.

Campus Security Officers and Campus Security Sergeants at HMC are paid the same as their peers at UW Medical Center (UWMC) and on UW campuses. The proposal creates HMC-unique classifications for both Campus Security Officers – HMC and Campus Security Sergeants – HMC to recognize the complex and unique duties performed by the security staff at HMC.

HMC Security Staff currently receive $1.30/hour restraint premium on hours worked. This proposal discontinues restraint pay at HMC, and the pay will be rolled into base pay which will benefit employees and pay on all paid hours. The UWMC restraint premium is unaffected by this proposal.

The pay increases are 16-19% for security officers and 13-16% for security sergeants, depending on which step the employees are on the pay range.  The average recruitment and retention increase for officers would be 16% and 14% for sergeants.  This is in addition to the 2% increase all classified staff are scheduled to receive on January 1, 2019.

The chart included here, shows the current salary placement of affected employees and the newly proposed step placement.  The new classification, Campus Security Officer – HMC, would move from BI-R041 to BI-R052, and Campus Security Sergeant – HMC would move from B4-R051 to B4-R062.

The Employer has expressed an interest in a quick implementation of the recruitment and retention increases in order to retain current staff and attract new-hire candidates.  SEIU 925 has agreed to implementation of the plan as outlined.
