Negotiations Recap for September 8, 2014

This recap details the fourth session for the renewal of the collective bargaining agreement between the UW and Teamsters.

Teamsters Proposals

Compensatory Time Off – Teamsters proposed increasing the maximum amount of compensatory time officers can accumulate from 200 hours to 300.

Longevity Premium – Teamsters declined UW’s proposal to front-load the existing longevity pay schedule in favor of maintaining existing contract language.

Compensation – Teamsters proposed a wage increase of 10 pay ranges for all officers, along with a cost of living adjustment of 2-5 percent.

UW Proposals

Pay for Administrative Assignments – UW proposed that qualifying administrative assignments requiring in-person attendance that are not contiguous with an officer’s shift yield a minimum of four hours’ pay. Noncontiguous telephonic assignments would receive at least one hour of pay.

For such situations, “contiguous” would mean the assignment is ongoing within 15 minutes of a scheduled shift.

Hours of Work and Overtime – UW proposed that overtime staffing and assignment for football and other special events be addressed through the joint labor-management process, with a particular focus on employees’ ability to opt-out of such shifts.

Discipline and Dismissal – UW proposed language to memorialize that while records of discussion and letters of counsel are not formal discipline and therefore not subject to the grievance procedure, they are maintained in the departmental file for up to one year.

Compensatory Time Off – UW maintained its proposal to increase the maximum amount of compensatory time officers can accumulate from 200 hours to 240.

Union Responses

Compensatory Time Off – Teamsters expressed willingness to accept UW’s proposal to increase the maximum accrual of compensatory time to 240 hours, provided that employees may use two days of compensatory time per year regardless of management approval.

Pay for Administrative Assignments – Teamsters proposed that noncontiguous telephonic assignments receive at least two hours of pay, and rejected UW’s definition of “contiguous” meaning that the assignment is ongoing within 15 minutes of a scheduled shift.

Tentative Agreements

The parties tentatively agreed to maintain current contract language, with occasional “housekeeping” edits, for the following articles:

  • Article 9: Sick Leave
  • Article 10: Vacations
  • Article 11: Holidays
  • Article 12: Leaves – General
  • Article 13: Uniforms/Personal Items
  • Article 17: Discipline and Dismissal.
  • Article 27: Duration
