UW & SEIU 925 Continuum College Negotiations Recap for February 26, 2026
Background
This recap details the twenty-nineth session for the negotiation for the collective bargaining agreement between SEIU 925-Continuum College and UW. The parties were joined by a mediator from the Public Employment Relations Commission (PERC). Recaps are published online on the UW Labor Relations website.
UW – Counter Proposals
Article: Layoff, Seniority and Rehire
In response to the Union, the Employer reasserted its proposed language that the Employer would notify impacted employees and the Union of impending layoffs at least thirty (30) days in advance of implementation.
MOU: Professional Staff Temporary Employees
In response to the Union reasserting their limited term hourly employees article, the Employer proposed the following MOU, that if a Professional Staff Temporary Employee works at least 350 hours in the same position and is employed in that same position for at least twenty-four consecutive months, the Employer would convert the position to a regular appointment and include it in the bargaining if applicable per Article XX of the Classification and Reclassification, Section XX Job Profile Changes.
SEIU 925 – Continuum College Counter Proposals
Article: Layoff, Seniority and Rehire
In response to the Employer, the Union reasserted their previously submitted proposal from the February 3rd bargaining session.
Article: Non-Discrimination
In response to the Employer, the Union reasserted their nondiscrimination proposal and incorporated in their previously proposed DEI article from the July 7th 2025 bargaining session.
Article: No Strike No Lockout
In response to the Employer, the Union accepted the Employers proposal.
Article: Compensation Wages and other Pay Provisions
In response to the Employer, the Union proposed the following regarding salary minimums and maximums:
A. Within three (3) months of the contract ratification in year one (1), minimum and maximum salaries in Appendix X will be increased by two percent (2%).
B. Within three (3) months of the contract ratification in year two (2), minimum and maximum salaries in Appendix X will be increased by two percent (2%).
C. Within three (3) months of the contract ratification in year three (3), minimum and maximum salaries in Appendix X will be increased by two percent 2%).
The Union proposed the following regarding salary increases:
A. Effective within ninety (90) days of ratification, on the first available pay period as determined by the Employer, all members of the bargaining unit will receive a two percent (2 %) across-the-board increase over their current salary.
B. On March 1, 2027, all members of the bargaining unit will receive a two percent (2 %) across-the-board increase over their current salary.
C. On March 1, 2028, all members of the bargaining unit will receive a two percent (2 %) across-the-board increase over their current salary.
MOU: Universal Pay Increase
In addition to the across-the-boards in the Compensation article above, the Union is proposing a Universal Pay MOU that proposes:
- Effective within ninety (90) days of ratification, on the first available pay period as determined by the Employer, all members of the bargaining unit would receive a six percent (6%) base pay increase.
- Effective March 1, 2027, all members of the bargaining unit would receive a three percent (3%) base pay increase.
- Effective March 1, 2028, all members of the bargaining unit would receive a three percent (3%) base pay increase.
Article: Classification and Reclassification
In response to the Employer, the Union accepted the Employers proposal.
Article: Represented Limited Term Hourly Employees
The Union reasserted an article that matches much of the same language from the similar article in the SEIU 925 – Libraries contract.
Tentative Agreements:
Article: Hours of Work
The parties reached an agreement that matches much of the language from the similar article in the SEIU 925 – IHME contract. Language was added that the Employer would provide no less than fourteen (14) calendar days’ advance written notice to an employee in the event of an Employer-directed permanent change to the employee’s regular work schedule, unless in the case of emergency schedule-changes or circumstances beyond the Employer’s control. Additionally, Employees will be provided with paid 15-minute rest periods for every four (4) hours worked and one unpaid meal period of at least thirty (30) minutes during any shift that exceeds five (5) hours. Some positions may have up to a sixty (60) minute meal period.
Article: Overtime
The parties reached an agreement that matches much of the language from the similar article in the SEIU 925 – IHME contract. Language was added that for overtime exempt employees an occasional supervised-approved, partial day absence does not require the use of paid time off. Language was added for overtime eligible employees that the Employer will notify employees of the approval process and expectations.
Article: Mandatory Subjects
The parties reached an agreement that matches much of the language from the similar article in the SEIU 925 contract. Language was added that for bargaining the Employer shall provide paid release time for up to three (3) employee representatives who are scheduled to work during the time meetings or negotiations are being conducted.

The next UW & SEIU Continuum College bargaining session is scheduled for March 17, 2026, and will be held in person.
