Advisers and Continuum College: Unfair Labor Practice Update
PERC Commission Decision (issued February 18, 2026)
PERC has issued its decision on the SEIU 925 unfair labor practice (ULP) related to FY25 merit increases for advisers and former professional staff at Continuum College.
The Commission overturned the prior Hearings Examiner decision, except as it applies to a small group of School of Medicine advisers.

As a result, retroactive FY25 merit (effective September 1, 2024) will be processed only for the eligible School of Medicine advisers identified in the decision. No other groups will receive retroactive merit under this ULP decision.
Judicial review filed (March 20, 2026)
SEIU 925 has filed a petition for judicial review in King County Superior Court challenging portions of the PERC Commission decision. The filing of that petition does not change the University’s current obligations under the Commission’s order. The University will continue to implement the decision as previously communicated.
