BASIC FUNCTION
Evaluate plans, work site and proposed materials to prepare complete cost estimates for the construction, operation and maintenance of university facilities.
DISTINGUISHING CHARACTERISTICS
Under general supervision, prepare cost estimates for construction by in-house alterations crews and budget allocations for Public Works contracts. Responsible for applying current construction methods, materials, codes, standards, and practices in the development of cost estimates that meet conceptual design, alteration needs, and budgetary constraints. Participate in facilities budgetary planning, procurement of alteration funding, and capital projects change order review. Perform job site investigation to apply cost correction factors based on unique job site conditions. Determine cost of alternate construction methods and/or building systems configurations. Determine cost factors for matching new and existing construction which may require the purchase or manufacture of specialized materials.
TYPICAL WORK
Meet with University administrators to establish their alteration needs; provide computer generated drawings and sketches depicting various details of the projects;
Analyze plans and specifications and evaluate work sites to prepare computer generated construction/alteration cost estimates, ensuring all estimates comply with local codes, university standards and state law;
Assess factors such as job site location and use of non-standard materials that will affect the estimate, and make appropriate adjustments; ensure complex issues such as asbestos/lead paint abatement and testing, fire safety, telecommunication, and scheduling are addressed in the cost estimate/budget proposal;
Participate in the evaluation. development and maintenance of estimating format and pricing computer systems;
Review contractor submitted change order proposals and make recommendations as to the validity of proposed cost adjustments. Provide cost estimates for additional work not included in base contract for alteration projects, keeping project within budgetary constraints;
Participate in pre-construction meetings with facility services project manager and trade supervisor, reviewing drawings and scope of work based on cost engineers budget.
Perform related duties as required.
MINIMUM QUALIFICATIONS – UW Contract Classified
DESIRABLE QUALIFICATIONS – Classified Non-Union
A Bachelor’s Degree in architecture, engineering or building construction AND two years of experience as a Cost Estimator; or combination of equivalent education/experience.
