BASIC FUNCTION

Independently plan, implement and complete purchasing assignments for specialized commodity areas in accordance with state purchasing laws and requirements.

DISTINGUISHING CHARACTERISTICS

Senior level. When delegated purchasing authority, these positions have the authority to take independent action. Conduct highly complex purchasing projects involving unique services and/or technical commodities purchasing. Activities include developing specifications for large or complex procurement projects such as computer systems, analytical instrumentation, and communication systems for which specifications involving unique or customized material requirements, feature or performances standards must be defined.

Modify and adapt purchasing procedures and/or processes to accommodate specialized acquisitions; prepare and develop original contract terms, develop analytical tools and procedures to assess and ensure vendor contract compliance.

TYPICAL WORK

Develop bid specifications with technical staff for specialty commodities including specification for design of unique, customized or original equipment/systems;

Develop criteria and methods for evaluation of proposed specialty products;

Develop criteria to assess and evaluate vendor capability to provide service or commodity; review manufacturing capacity, quality control and financial resources of vendor;

Review vendor contracts; develop and/or recommend contract language to ensure vendor performances;

Review purchasing procedure systems, recommend improvements and changes in system;

Perform the duties of Buyer II;

Perform related duties as required.

MINIMUM QUALIFICATIONS – UW Contract Classified
DESIRABLE QUALIFICATIONS – Classified Non-Union

Three years of experience as a professional buyer AND either an Associate of Arts Degree in purchasing management or a Bachelor’s Degree; OR equivalent combination of work experience and college level training.
