BASIC FUNCTION

Plan, implement, and complete major purchasing assignments in accordance with state laws and requirements.

DISTINGUISHING CHARACTERISTICS

Fully-qualified working level. Under general direction, conduct purchasing projects for specialized commodity areas. In larger institutions, activities include analysis of bids for multi-commodity purchase contracts and/or procurement of products with complex features. In smaller institutions or independent administrative units, activities include development of specifications and analyses of bids for specialized commodities such as technical or scientific services and materials. Coordinate purchasing activities with clients to develop specifications used in procurement of commodity; resolve vendor performance problems.

TYPICAL WORK

Analyze bids for compliance with bid specifications with complex variables;

Devise evaluation tools to assist clients in selection of alternate products;

Conduct research for new sources of supply; locate and contact vendors and suppliers;

Analyze history of performance by suppliers and quality of goods and services;

Arrange for, conduct and/or direct tests and product sampling to ensure compliance with specifications;

Negotiate services, base agreements and contracts as directed;

Interview vendors, business representatives and departmental/institutional officials regarding purchasing in assigned commodity areas; provide information in response to inquiries;

Perform the duties of Buyer I;

Perform related duties as required.

MINIMUM QUALIFICATIONS – UW Contract Classified
DESIRABLE QUALIFICATIONS – Classified Non-Union

One year of experience as a professional level buyer AND either an Associate of Arts Degree in purchasing management or a Bachelor’s Degree; OR an equivalent combination of work experience and college level training.
