Payroll Title Program Operations Analyst
Typical Responsibilities

For a specific and definable program with an emphasis on data, budget, and/or process analysis, this position regularly performs professional level analysis of a non-routine nature which requires independent judgment in performing the analysis and making decisions and recommendations resulting from that analysis. The work performed in this payroll title series relates directly to management policies or department business operations and the analysis completed by this position results in decisions impacting allocation of funds or staffing levels and program results.Examples of responsibilities: - Research in a specialized area for use in making program decisions or recommendations, - Statistical and data analysis of program data including development of conclusions and recommendations, - Organizational operational performance metrics, - Administrative processes trending and analysis, - Special projects management, - Policy development and analysis, - Program long-range strategic planning and analysis, and - Internal consultative services to management and program users.

Supervisory Responsibility

Supervision of staff is not required, but is commonly found at higher grades in the series. Supervisors have the authority to hire staff, evaluate job performance, and take corrective action if performance is not acceptable.

Overtime Eligibility

FLSA overtime status is based on the position's duties and responsibilities, and whether or not the position's gross salary is less than the federal FLSA salary basis test or the Washington state salary basis test, whichever is higher. Professional Staff Exemption

Program Direction/Control: Managerial or professional level positions having substantial responsibility for directing or controlling program operations and who are accountable for the allocations of resources and program results.

Alternative Payroll Titles

Positions responsible for a specific financial program in a central financial or a large revenue generating entity may be more appropriately placed in the Program Financial Analyst or Program Financial Manager title if supervising 2.0 FTE or more.For positions that focus on grants management for a school or department, consider the Program Operations Grant and Contract Administrator title.For positions responsible for the general operations of a program with duties that are not focused on financial or grant funding, but include a variety of operational responsibilities, consider the Program Operations Specialist for positions that supervise less than 2.0 FTE, and the Manager of Program Operations for positions that supervise more than 2.0 FTE.

Limitations

This position should not report to another position that uses the same Program Direction/Control professional staff exemption criteria if it shares the same level of responsibility for the same program.Meeting an FLSA overtime exemption is a critical component of new positions assigned this payroll title.
