Payroll Title Program Financial Manager
Typical Responsibilities

For a specific and definable program at an institution-wide level, this position exercises substantial responsibility for directing and controlling the program and supervising at least 2.0 FTE program staff. Regularly performs professional level analysis which requires independent judgment and decision making. The scope of analysis encompasses financial data, budget information and business processes. The work performed relates directly to management policies and/or organization, business operations, and the analysis performed result in decisions impacting allocation of funds, staffing levels and/or program results. Examples of responsibilities: - Development, implementation, and enforcement of policies for area of responsibility, - In-depth research into financial data in a specialized area for use in making program decisions or recommendations, - Statistical and data analysis of program financial related information, - Organizational financial performance metrics, - Financial data analysis and modeling, - Financial project management and coordination, and - Financial policy development and analysis.

Supervisory Responsibility

Positions must supervise at least 2.0 FTE. Supervisors have the authority to hire staff, evaluate job performance, and take corrective action if performance is not acceptable.

Overtime Eligibility

FLSA overtime status is based on the position's duties and responsibilities, and whether or not the position's gross salary is less than the federal FLSA salary basis test or the Washington state salary basis test, whichever is higher. Professional Staff Exemption

Program Direction/Control: Managerial or professional level positions having substantial responsibility for directing or controlling program operations and who are accountable for the allocations of resources and program results.

Financial Reporting Manager, Asset Manager.

Alternative Payroll Titles

Positions responsible for a specific financial program in a central financial or revenue generating organization and supervising less than 2.0 FTE may be more appropriately placed in the Program Financial Analyst series. For positions that focus on grants management for a school or department, consider the Grant and Contract Program Manager/Specialist title. For positions that focus on business/management analysis for a program, the Program Operations Analyst may be a better fit. For positions responsible for the general operations of a program with duties that are not focused on financial or grant funding, but include a variety of operational responsibilities, consider the Program Operations Specialist for positions that supervise less than 2.0 FTE, and the Manager of Program Operations for positions that supervise more than 2.0 FTE.

Limitations

This payroll title is limited to use in a central financial or a large revenue generating organization such as Financial Management, UWMC, HMC, etc. This position cannot report to another position that uses the same Program Direction/Control professional staff exemption criteria if it shares the same level of responsibility for the same program.
