Payroll Title Grants and Contracts Program Manager/Specialist
Typical Responsibilities

Serves as department/school "expert" on grants and contracts administration with substantial responsibility for managing the unit's grants and contracts program (both pre- and post-award), which encompasses multiple departments and/or divisions and centers. Sets department policies for grants and contracts, or provides policy recommendations that are generally relied upon by senior management and implemented. Ensures department staff (direct reports or others) are meeting department grant and contract policies and that grant administrative deliverables are accomplished. Monitors new federal and UW research directives, revises department procedures, and communicates the changes to administrators and faculty. Participates in strategic planning (i.e. business plans to support grants and contracts agreements.)Responsiblities may also include grant co-recipients' communications and coordination, grant proposal review, supervision of clerical/fiscal/operations staff who work on grants or contracts, requests for Proposals (RFPs) screening of and distribution to faculty, grant opportunity evaluation in relation to department goals and capacity, and space planning.

Supervisory Responsibility

Supervision of staff is not required, but is commonly found at higher grades in the series. Supervisors have the authority to hire staff, evaluate job performance, and take corrective action if performance is not acceptable.

Overtime Eligibility

FLSA overtime status is based on the position's duties and responsibilities, and whether or not the position's gross salary is less than the federal FLSA salary basis test or the Washington state salary basis test, whichever is higher. Professional Staff Exemption

Program Direction/Control: Managerial or professional level positions having substantial responsibility for directing or controlling program operations and who are accountable for the allocations of resources and program results.

Work described in this descriptor may also be found in the Principal Assistant to Executive Head exemption and may also make up portions of jobs with the Research Coordinator payroll title, though the majority of a Research Coordinator's work is scientific in nature.

Limitations

This title cannot report to another position with the same or similar title if it shares the same level of responsibility for the same program. Grants management should be the primary function of the position and account for the preponderance of the position's duties. If the position includes a substantial amount of other responsibilities in areas such as education, communication, human resources, facilities, grant or center advisory committees, or research coordination, a more general title such as Program Operations Specialist or Manager of Program Operations may be more appropriate.If a majority of time is spent on fiscal record keeping or other grant-related administrative-support duties such as grant tracking or editing of grant content, consider jobs in the classified program.
