applies to all time off accruing staff and student employees.<\/strong><\/p>\n<p>The Washington State Department of Veterans\u2019 Affairs (WDVA) administers a shared leave pool specifically for those state employees who are a veteran or spouse of a veteran to attend medical appointments or treatments for a service connected injury or disability.<\/p>\n<p>The Veterans\u2019 In-State Service Shared Leave Pool (VISSLP) Program allows UW employees to maintain a level of compensation and employee benefits equal to the amount they would have received if they were using accrued vacation or sick time off.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Receiving-shared-leave\"><\/span>Receiving shared leave<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Since this program uses a shared pool, there must be donated leave available in the pool in order to grant individual requests for leave.<\/p>\n<p>Time off you receive from the pool is paid at your UW regular rate of pay.<\/p>\n<p>Shared leave received under the VISSLP Program is not included in the 522 day total specified in the general Shared Leave Program but leave granted under VISSLP is also limited to 522 days.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Eligibility\"><\/span>Eligibility<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>To receive shared leave from the pool, you must meet the following requirements:<\/p>\n<ul>\n<li>You are a veteran as defined in <a href=\"http:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=41.04.005\">RCW 41.04.005<\/a> and are attending medical appointments or receiving treatments for a service connected injury or disability.<\/li>\n<li>You are a spouse of a veteran as defined in <a href=\"http:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=41.04.005\">RCW 41.04.005<\/a> who requires assistance while attending medical appointments or treatments for a service connected injury or disability.<\/li>\n<li>You have used (or will soon deplete) your available paid compensatory time, discretionary time off, sick time off, vacation time off, and personal holiday.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Requesting-shared-leave\"><\/span>Requesting shared leave<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Though the program is administered through the WDVA, you apply through UW Human Resources who will submit your request to the WDVA.<\/p>\n<p><strong>For campus staff:<\/strong> Submit an absence request for Shared Leave in Workday (\u201cLOA-Shared Leave of Absence\u201d). You can find instructions in the <a href=\"https:\/\/employeehelp.workday.uw.edu\/user-guides\/loa_request_shared_leave_sc\/\" target=\"_blank\" rel=\"noopener\">Leave of Absence \u2013 Request Shared Leave \u2013 Staff Campus User Guide<\/a>. In order to process the request, you will be prompted to provide supporting documentation:<\/p>\n<ul>\n<li>Summary letter from the U.S. Department of Veterans Affairs<\/li>\n<li><a href=\"https:\/\/www.archives.gov\/veterans\/military-service-records\">DD Form 214<\/a><\/li>\n<\/ul>\n<p><strong>For medical centers staff<\/strong>:<\/p>\n<p>Contact <a href=\"mailto:medctrFMLA@uw.edu\">medctrFMLA@uw.edu<\/a> to begin the process and receive a current request form. In order to process the request, you will be prompted to provide supporting documentation:<\/p>\n<ul>\n<li>Summary letter from the U.S. Department of Veterans Affairs<\/li>\n<li><a href=\"https:\/\/www.archives.gov\/veterans\/military-service-records\">DD Form 214<\/a><\/li>\n<\/ul>\n<p>The WDVA cannot grant more leave than the leave balance in the VISSLP available at the time a request is received.<\/p>\n<h3>Abuse of the pool<\/h3>\n<p>The University investigates alleged abuse of the VISSLP. If wrongdoing is found, the employee may be required to repay all of the shared leave received from the pool.<\/p>\n<h3>Additional shared leave<\/h3>\n<p>Even if you receive leave from the WDVA shared leave pool, you may still request shared leave through the general <a href=\"https:\/\/hr.uw.edu\/time-absence\/time-absence\/staff-leaves\/shared-leave-options\/shared-leave\/\">Shared Leave Program<\/a>. Requestors must meet the requirements of that program in order to be eligible.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Donating-shared-leave\"><\/span>Donating shared leave<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Your donation to this shared leave program is to a pool, not an individual.<\/p>\n<p>To donate, you must meet the following requirements:<\/p>\n<div class=\"table-responsive\">\n<table class=\"table table-striped table-sm\">\n<tbody>\n<tr>\n<td><strong>Type of time off:<\/strong><\/td>\n<td><strong>Requirement:<\/strong><\/td>\n<\/tr>\n<tr>\n<td>Vacation time off<\/td>\n<td>You have at least 80 hours of vacation time off\u00a0after the donation is deducted. For part-time employees, this minimum balance is prorated. Classified employees may not donate hours in excess of the 240-hour annual leave maximum if they would otherwise not have sufficient time to use the hours before their next anniversary date.<\/td>\n<\/tr>\n<tr>\n<td width=\"245\">Sick time off<\/td>\n<td width=\"463\">You have at least 176 hours of sick time off after the donation is deducted. For part-time employees, this balance is not prorated.<\/td>\n<\/tr>\n<tr>\n<td width=\"245\">Personal holiday<\/td>\n<td width=\"463\">All or part of the personal holiday may be donated. Any personal holiday hours remaining after donation must be used at one time and within the current calendar year.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>&nbsp;<\/p>\n<p><strong>For campus staff:\u00a0<\/strong>Follow the <a href=\"https:\/\/employeehelp.workday.uw.edu\/user-guides\/loa_donate_shared_leave_sc\/\" target=\"_blank\" rel=\"noopener\">Leave of Absence \u2013 Donate Shared Leave \u2013 Staff Campus User Guide<\/a> and make your donation in Workday. Contact <a href=\"mailto:hrhelp@uw.edu\">hrhelp@uw.edu<\/a> for additional assistance.<\/p>\n<p><strong>For medical centers staff:<\/strong><\/p>\n<p>Contact <a href=\"mailto:medctrFMLA@uw.edu\">medctrFMLA@uw.edu<\/a> to begin the process and receive a current request form and if you have any questions about donating.<\/p>\n<p>Once donated, the hours are deducted from your leave balance. Donations to the VISSLP are permanent and will not be returned to the donating employee.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Manager-responsibilities\"><\/span>Manager responsibilities<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h3>Requests to donate<\/h3>\n<p>Follow these steps for processing a request to donate leave:<\/p>\n<ol>\n<li>When an employee submits a shared leave form, review the employee section of the forms for accuracy, then complete the departmental section. The budget number specified on the forms will be charged for the hours donated.<\/li>\n<li>If you approve the request, forward the completed forms to your leave and accommodation specialist. If you believe approving this donation may not be appropriate, contact your <a href=\"https:\/\/hr.uw.edu\/time-absence\/contact-us\/\">Human Resources Consultant<\/a> to discuss your concerns.<\/li>\n<li>HR will send written confirmation of approval to you and the donating employee.<\/li>\n<li>HR will work with the Integrated Service Center to transfer the value of the time off donation to the state DVA shared leave pool.<\/li>\n<\/ol>\n<h3>Requests to receive leave<\/h3>\n<p>When an employee submits the\u00a0two leave request forms, review them for completeness and forward them on to your leave and accommodation specialist.
