BASIC FUNCTION<\/strong><\/p>\n

Supervise others in fiscal record keeping and support services; perform moderately complex technical fiscal analysis and financial reporting including analysis, planning, interpreting and review of a fiscal operation involving an overlap or combination of disciplines.<\/p>\n

DISTINGUISHING CHARACTERISTICS<\/strong><\/p>\n

As a working supervisor, supervise Fiscal Techs\/Fiscal Specialists, clerical or other temporary\/student support staff. With delegated authority, interview and recommend selection of applicants, conduct training, assign and schedule work, act upon leave requests, conduct annual performance evaluations and recommend disciplinary action.<\/p>\n

Under general direction, perform and supervise the performance of a variety of moderately complex fiscal administrative support functions such as analyzing and developing budgets for grants, contracts, state funds and\/or program funds; establishing and maintaining comprehensive fiscal record keeping systems; analyzing, establishing and maintaining cost center and\/or self-sustaining accounts; maintaining professional fee records; and coordinating diverse unit-wide fiscal support functions such as payroll, travel reimbursement, purchasing and fiscal planning.<\/p>\n

Exercise independent judgment in interpreting and applying rules and regulations to resolve problems; advise principal investigators, staff and administrators regarding applicable policy and procedures; select\/recommend alternative courses of action. Positions at this level function in support of units with several diverse activities such as research, teaching, patient care, and community service programs.<\/p>\n

TYPICAL WORK<\/strong><\/p>\n

Supervise staff performing a wide variety of fiscal record keeping functions, and other fiscally related activity such as payroll, travel reimbursement, purchasing and other office activities;<\/p>\n

Develop, modify and maintain multiple record keeping and reporting systems for varied and complex sources of funding; develop procedures for implementation, execution, control and review\/audit of fiscal operations;<\/p>\n

Develop budgets for grants, contracts or other funding requests; prepare appropriate forms for contracts and agreements; develop, recommend, and\/or establish charge schedules for cost center and\/or self-sustaining accounts; calculate depreciation and amortization of equipment;<\/p>\n

Forecast fiscal needs\/commitments; develop long-term planning documents; participate in the planning of new programs by conducting analysis of unit needs and resources and making revenue projections;<\/p>\n

Prepare specialized reports; conduct special studies to research and\/or justify fiscal requests\/needs;<\/p>\n

Evaluate unit programs through comparison of actual performance with budgeted\/planned objectives; research and determine causative factors in expenditure trends; formulate and recommend corrective action;<\/p>\n

Analyze, modify and recommend improvements in subsidiary and general fiscal record keeping systems; apply knowledge of accounts and program relationships, data flow, audit trails and internal controls to design and implement financial data systems;<\/p>\n

Perform duties of Fiscal Specialist II;<\/p>\n

Perform related duties as required.<\/p>\n

MINIMUM QUALIFICATIONS<\/strong><\/p>\n

Associates degree in accounting, business administration, finance or related field and three years of experience providing administrative support in the area of fiscal and\/or business management.<\/p>\n

Equivalent education and\/or experience may substitute for minimum qualifications except when there are legal requirements, such as a license, certification, and\/or registration.<\/p>\n
