The committee\u2019s structure and authority is outlined in Section 5.6 of the <a href=\"https:\/\/uwnetid.sharepoint.com\/sites\/uwhr_web_document_library\/Shared Documents\/uwrp-2026-restatement.pdf\">UWRP Retirement Plan Plan Document (PDF)<\/a> and Section 5.6 of the <a href=\"https:\/\/uwnetid.sharepoint.com\/sites\/uwhr_web_document_library\/Shared Documents\/uwvip-2026-restatement.pdf\">Voluntary Investment Program Plan Document (PDF)<\/a> documents. The language in each section is identical, and one committee serves both programs.<\/p>\n<p>The FRC is appointed by and serves at the pleasure of the Provost and Executive Vice President of UW, who will consult with the Faculty Council on Benefits and Retirement, Professional Staff Organization, and the Association of Librarians in selecting FRC members.<\/p>\n<h4><span class=\"ez-toc-section\" id=\"Responsibilities\"><\/span>Responsibilities<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>The FRC is responsible for reviewing the performance of the investments within the UWRP and VIP plans, as well as the plan recordkeeper(s). The FRC will evaluate, with assistance from the plan investment consultants, investment performance data and consider participants comments and concerns to ensure that the best interests of plan participants is being served. If the FRC believes that a change in investment options, or recordkeeper(s), is needed they will provide a recommendation to the Provost and Executive Vice President who has the delegated authority from the Board of Regents to act on the recommendations.<\/p>\n<h4><span class=\"ez-toc-section\" id=\"Investment-policy-statement\"><\/span>Investment policy statement<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>The FRC operates under an <a href=\"http:\/\/www.washington.edu\/admin\/hr\/secure\/benefits\/frc\/investment-policy-statement-december-2022.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Investment Policy Statement (IPS) (PDF)<\/a> to guide oversight of investment options and recommendations to the Provost. The IPS is routinely reviewed to ensure that the goals remain relevant and appropriate.<\/p>\n<h4><span class=\"ez-toc-section\" id=\"Conflict-of-interest-statement\"><\/span>Conflict of interest statement<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>FRC members shall not participate in the formulation or rendering of FRC advice where it reasonably appears that their participation could be influenced by financial or other considerations that are in conflict with their FRC obligations to only consider the best interests of plan participants and the University of Washington.
