BASIC FUNCTION

Prepare and analyze automated and/or manual financial reports; interpret fiscal policies; assess, develop, implement and evaluate complex fiscal systems and procedures in accordance with Generally Accepted Accounting Principles (GAAP).

DISTINGUISHING CHARACTERISTICS

Journey-level class of series. Under general direction, perform a wide variety of regular and recurring moderately complex accounting functions requiring full professional competency. Establish and maintain accounting records. Maintain one or a combination of general accounting, budget, or cost systems. Analyze financial reports, resolve accounts payable/receivable discrepancies, and participate in accounting system/procedures development and implementation.

TYPICAL WORK

Analyze financial reports, extract required information, research and consolidate information for preparation of the institutional biennial budget estimate; assist in interpreting accounts and records for administrative officers;

Analyze accounts, records, reports, accounts receivable and payable, journal vouchers, general and subsidiary ledgers and other accounting documents for accuracy and completeness. Investigate and resolve accounting problems for the area of responsibility;

Prepare recurring accounting reports such as monthly financial statements to include statement of changes in fund balance, or income statement and/or balance sheet on an accrual basis; modify and develop new reports as necessary;

Interpret institutional, state and federal fiscal policies; assist, advise and train institution personnel regarding budgetary policies and procedures;

Evaluate existing accounting systems and identify need for new or revised accounting systems or procedures; develop and implement fiscal procedures to effect more efficient fiscal reporting at the department level or in the area of responsibility;

Prepare trial balances and make adjusting and closing entries;

Reconcile bank statements and fixed assets; prepare journal vouchers reflecting expenditures and transfer of funds;

Approve vouchers, review claims, evaluate and take collections action;

Perform related duties as required.

MINIMUM QUALIFICATIONS - UW Contract Classified

A Bachelor's Degree in accounting, business administration, computer science, economics or closely related field which includes at least thirty quarter hours or twenty semester hours of college level accounting courses AND eighteen months of full-time experience as a professional accountant

OR

four years of experience as a Fiscal Technician, or equivalent in the public sector, AND thirty quarter hours or twenty semester hours of college-level accounting AND eighteen months of full-time experience as a professional accountant.

Equivalent combination of education/experience will substitute for above minimum qualifications except when there are legal requirements, such as a license/certification/ registration.
